Mention shared Mailboxes in Loop

 Hey,

my colleague is trying to setup a list of shared mailboxes and and mentions the mailboxes with @

It works for a few mailboxes but most of them cannot be mentioned because of IT policies. 

I couldn't find any policy that I can change to solve this Problem. Do you guys have an idea what might cause this? I've attached some screenshots.
